Small Group Discussion – Where is the plan?
2009 – Developed a plan in San Diego at the RA
Not successful in communicating strategic plan with others.
Economic change + political change = WEA needs new strategies
New political reality – conversations, polling – member and public, surveys
6696 – Neo-reformers, piloting new evaluation system – stopped legislation, middle ground on testing for special needs students, economy continues to deteriorate in WA state, cuts absorbed by health care for children, cola, salaries
November 2010 – no bill passed to raise new revenue, 2/3 majority
Strategic PLAN
1. Organizing – find and engage leaders in every local, build community confidence in collective bargaining (resonating with parents), build leaders in each constituency group
2. Funding – make visible the 2011 legislative cuts, support continued work of Paramount Duty Coalition, develop two-pronged strategy around local levies and statewide funding source
3. Strengthen our Schools – promote the profession by advocating for strong student centered educations that draws from professional expertise, build capacity
4. Public Employee Union Attacks – reframe the message regarding sources of budget woes, we are not the problem, recruit and train pro-union, pro-education candidates, monitor anticipate and respond to players engage in attacks (get candidates to run for office from within the union)
